The ICB supports Primary Medical Services’ (GP Practices) zero tolerance of violence or aggression to any member of the health and care team and is committed to supporting safe working environments where staff feel valued and treated with respect.
All patients have the right to be registered with a GP practice and to access primary medical services. However, where a patient (aged 18 years+) has shown violent, threatening or aggressive behaviour towards a member of practice staff or their behaviour has resulted in damage to practice premises where the incident has been reported to the police, they will be immediately removed from the GP practice patient list. The patient’s rights to accessing primary medical services will subsequently be limited, e.g. patient choice of practice, including location of services and entitlement to home visits.
To ensure continued access to primary medical services, patients immediately removed by their registered GP practice will be allocated to the Special Allocation Scheme, managed by NHS England. The patient will be notified in writing by NHS England of an immediate removal from the patient list, allocation on to the scheme and contact details for the scheme.

If a patient is unhappy about their allocation on to the scheme, they are able to appeal the decision in writing, within 28 days, to the Primary Medical Services Commissioning Team, NHS Nottingham & Nottinghamshire ICB, Sir John Robinson House, Sir John Robinson Way, Arnold, Nottingham NG5 6DB or by email nnicb-nn.primarycarenotts@nhs.net
Violence in the primary care context is defined as “Any incident where a GP, or his or her staff, are abused, threatened or assaulted in circumstances related to their work, involving an explicit, or implicit, challenge to their safety, wellbeing or health”.
The Special Allocation Scheme would not ordinarily support patients with non-violent, challenging behaviour or behaviour that is deemed inappropriate or unacceptable, including but not limited to discrimination, harassment and victimisation.
